Purchasing & Accounts Payable Director
Virginia Military Institute is accepting applications for a Director of Purchasing and Accounts Payable. Responsibilities include ensuring adherence to all applicable procurement and disbursement rules and regulations and lead development and implementation of new polices and procedures, overseeing development of specifications and evaluations of bids and proposals, preparing and issuing complex Invitations for Bid and Requests for Proposal. Procure architect/engineer contracts. Lead Institute supplier diversity efforts. Review disbursement transactions daily to determine validity and accuracy. Coordinate annual Form 1099 and Form 990-T preparation and filing. Assist with preparation of year-end financial statements. Supervise surplus property operations. This is a uniformed position that reports to the Comptroller. No military experience is necessary. Desired Qualifications: Bachelor's degree in Business or related field required. Combination of Bachelors degree and related experience may be substituted for Business degree requirement. Previous purchasing experience required, preferably including experience with the Commonwealth of Virginia Public Procurement Act. Prefer applicant with experience providing direct supervision of staff. Previous accounts payable experience desirable. Successful applicant will be expected to maintain relevant purchasing certification (CPPB, CPPO, CPM or equivalent) or ability to obtain within two years of hiring. Applicant should possess good communications skills and ability to work well with others. The successful candidate should also demonstrate the ability to work independently and to manage multiple priorities within established due dates; ability to communicate clearly and concisely, both orally and in writing; and ability to interpret and analyze statutes and develop opinions based on findings. Effectively supervise and manage personnel and associated workload. Must have the ability to manage and access data, develop reports for information, analysis and recommendations.
